- The FDA has extended the comment period by 60 days to December 2, 2011, for the notice entitled “Draft Guidance for Industry; Dietary Supplements: New Dietary Ingredient Notifications and Related Issues; Availability,” that appeared in the Federal Register of July 5, 2011. In that document, the FDA announced the availability of a draft guidance for industry and related comments. The agency is taking this action in response to a request for an extension to allow interested persons additional time to submit comments.

Highlights include:
1. Only ingredients that are found in the typical food supply can be sold as supplements.
2. Every ingredient and each herbal and supplement formula would require an NDIN (New Dietary Ingredient Notification)
3. So far, the FDA has rejected 75 to 83% of all NDIN notifications.
4. Every NDIN would require extensive research costing thousands to millions of dollars on individual ingredients used in the United States for up to the last 50 years.
5. Every company would have to file its own NDIN notification for the same ingredients every other company is also using.
6. The same traditional formula packaged as pills, powder or liquid would require separate NDIN. This could include the packaging of granule and bulk formulas in office.
7. The NDIN process will take at least 75 days for each formula.

There is a new vision for the Oregon Health Plan designed to bring better health, better care and lower costs. Under bi-partisan legislation, lawmakers set the direction for “Coordinated Care Organizations,” (CCOs) to administer OHP in local communities.
The Oregon Health Policy Board and Oregon Health Authority invite you to learn more about Coordinated Care Organizations and local innovations that help point the way to better care at lower costs. Please bring your ideas about how CCOs could work best in your community. Your input will be shared with the Oregon Health Policy Board members as they develop the final proposal for CCOs.

OHP – Increases for Acupuncture Coverage
Increases for Acupuncture Coverage Under the Oregon Health Plan
For more than a year, the OAAOM and OCOM Research Department have been working together to inform public health policy by providing acupuncture evidence to the Health Services Commission (HSC). Our goal is to improve the quality of medical care available to thousands of Oregon residents through increased acupuncture coverage under the Oregon Health Plan.
In April 2011 our first compilation of evidence was submitted to the Health Services Commission, specifically addressing acupuncture treatment for chronic headache conditions and pregnancy-related conditions. The material was compiled and organized by OCOM students (now graduates) Dessa Bingley (Project Leader), Kameron Schott, Corrina Wijma, Christopher Withey, and Kim Blaufuss under the mentorship of Shelley Stump, JD, CPF and Ryan Milley, LAc (of OCOM) and Laura Ocker, LAc (of the OAAOM).
Laura Ocker, OAAOM President, and Ryan Milley, Research Associate and Faculty at OCOM, were invited to make a presentation to the Health Outcomes Subcommittee (of the HSC) on August 11th. This was an opportunity to describe the evidence that had been submitted and respond to questions from the commissioners.
Overall, the commissioners were very receptive to our work and commented that the acupuncture evidence was of very high caliber. The unanimous recommendation was to add acupuncture treatment to three “lines” of Oregon’s Prioritized List of Health Services (when it is revised and published in 2012):
- Line 1: Pregnancy
- Line 429: Migraine Headaches
- Line 553: Tension Headaches
What still remains to be decided is what specific pregnancy-related conditions will be covered and how many treatments will be covered per condition. One question that needs to be addressed is how to limit the costs of providing acupuncture treatment without limiting the therapeutic value of the services.
Laura Ocker and Ryan Milley are scheduled to make another presentation to the HOSC on October 13th focusing on these topics. Their presentation will also address additional evidence that was submitted to the HSC in July of 2011 pertaining to acupuncture treatment for anxiety conditions and depressive conditions.
